R. Scott Warmington is co-founder of the Mason Warmington Group, LLC. Previously, Warmington was the Lieutenant Colonel, Deputy Superintendent, and Chief Operations Officer of the Massachusetts State Police until his retirement in March of 2023. A Massachusetts State Police officer for 32 years, Warmington began his distinguished career patrolling the Southeast part of Massachusetts. In 1993, Warmington became a detective in the Narcotics Division of the Bristol County District Attorney’s office, where he worked in an undercover capacity assigned to a Federal Drug Task Force for over five years.
In 1998, Warmington transferred to the Homicide Division of the State Police, assigned to the Plymouth County District Attorney’s Office. His tenure in the District Attorney’s office included the successful investigation of hundreds of murder, narcotics, and major crime investigations. As a Captain, Warmington led investigative teams at the Plymouth County District Attorney’s Office. He was responsible for a number of high-profile murders and criminal investigations. During Warmington’s tenure as the Unit Commander, the Homicide Unit achieved an 87% solve rate, one of the highest in the nation. As a Major, Warmington served as the Commander of Troop D for the Division of Field Services, which covers southeastern Massachusetts and the Cape and Islands.
Warmington was responsible for command of all uniform patrol functions of the approximately 250 troopers and civilians assigned to Troop D In 2017, after approximately one year as the Troop D Commander, Warmington became the Deputy Division Commander for the Division of Homeland Security, which includes the Air Wing, Marine Unit, Dive Team, and Statewide Narcotics Task Forces (CINRET). Warmington became the Lieutenant Colonel in charge of the Division of Standards and Training in 2018. In this role, Warmington led the State Police Internal Affairs Division, State Police Academy, Certification Unit, and Staff Inspections.
As the Division Commander, Warmington oversaw the Troop E (Turnpike) Police overtime Investigation as well as the Graduation of one State Police Recruit Training Troop class. In 2019, Warmington was promoted to Deputy Superintendent and Chief Operations Officer of the Massachusetts State Police and assumed command in the absence of or as directed by then Colonel Mason for the management of approximately 2,800 sworn and civilian personnel. Warmington was responsible for overseeing the Department’s disciplinary process and represented the Department in contract and grievance negotiations. During his tenure as the Deputy Superintendent, Warmington worked collaboratively with then-Colonel Christopher Mason to navigate the Department through a period of both internal reform and statewide police reform during a public health pandemic and periods of civil unrest. Prior to his tenure with the Massachusetts State Police, Warmington was a police officer for the Town of Barnstable from 1985 to 1992. During that time, Warmington was assigned to uniform patrol for five years and then as a Detective for two years. Since retiring from the state police, Warmington has been serving as an Assistant District Attorney with the Plymouth County District Attorney’s Office. Throughout his tenure as a leader of the Massachusetts State Police, Warmington was known for his decision-making, forward thinking, and leadership ability to solve critical issues. Warmington is also widely recognized for his ability to collaborate in both the public and private sectors.
Warmington attended West Bridgewater High School, earned his Bachelor of Science degree in Law Enforcement from Western New England College in 2001, and a Juris Doctorate from Southern New England School of Law in 2005. Warmington is a member of the Massachusetts Bar as well as the Supreme Court of the United States. Warmington is a graduate of the International Leadership Program, a program of Harvard University's Kennedy School of Government. Warmington is a member of the International Association of Chiefs of Police as well as the Association of Title IX Administrators.
